PHNOM PENH, CAMBODIA – OCTOBER 25: Mekong Review magazine founder Minh Bui Jones works inside a local coffee shop in between deliveries on October 25, 2017 in Phnom Penh, Cambodia. Originally from Vietnam, 48-year-old Minh moved as a refugee to Australia when he was a young boy. With a long background as a journalist, Minh, moved by his belief in traditional journalism, founded Mekong Review in October 2015. "I wanted to create a magazine that journalists want to write for. There are two kinds of writers: those who write beautifully and those who have something important to say. Mekong Review prefers those who write articles that will stay with the reader forever," says Minh. Photo by Omar Havana for The New York Times Phnom Penh Cambodia

LE HAVRE, FRANCE – OCTOBER 10: Customs police officers inspect the contents of a suitcase with new t-shirts found inside the truck with Swedish license plates driven by Remus Balan, a Romanian driver who just arrived from the British port of Portsmouth transporting coils of cables, during the SIVEP inspection on October 10, 2019 in Le Havre Harbor, France. The possible exit of the United Kingdom from the European Union leads to the restoration of border formalities and controls. Any exchange of goods must be subject to a customs declaration on either side of the border with the risk of impacting the flow of trade and saturating infrastructure. There are 4 million heavy goods vehicles transiting each year between the Hauts-de-France and the United Kingdom. To maintain the fluidity of the circulation of the goods, the French customs has developed a technological solution based on the anticipation of formalities and the automation of the declarative process: “the smart border". It will be applied from 29 March 2019, at all entry/exit points from Calais and more generally from Manche- North Sea. Photo by Omar Havana for The Times UK Le Havre France
