They received water, fresh clothes and medical care from NGOs. In the large halls they could rest briefly or sleep for a night. Originally only a landmark along the way indicated that you had just entered another country, it became NATO wire and NATO wire became a solid fence to prevent fugitives from looking for a decent life, far away from bombs and hardship.
