The Alberta Energy Regulator says that wells that are suspended for more than 10 yeas are turned back on less than .2% of the time. Complete cleanup is expensive but leaving wells in suspension is relatively cheap. So wells sit in fields, sometimes for decades and sometimes leaking methane into the air.
