Thirty years ago, as surely as the Mister Softee truck promised cool relief, a beat-up VW Microbus delivered culture to your block. Within minutes of its arrival, a sidewalk photo exhibit would be set up on three plywood doors, jury-rigged with two-by-fours to keep them stable.
