George Floyd was killed by the Minneapolis Police Department while handcuffed and in their custody. Video shows Officer Derek Chauvin of the Minneapolis PD kneeling on George Fray’s neck while the latter was in handcuff and laying on the ground saying: “I can’t breath.” After nation wide outrage, Chauvin was was charged with third-degree murder and second-degree manslaughter and was placed under arrest.
